Legislative session returns University Bill, adopts resolution on equitable distribution of teachers
NAHARLAGUN, Mar 9: Kameng Professional and Technical University Bill moved by Education Minister could not be passed on Thursday as the members of the Arunachal Pradesh Legislative Assembly raised several questions. The bill provides for establishment of the Kameng Professional and Technical University at Tippi, Bhalukpong in West Kameng district covering the western part of the state of Arunachal Pradesh.
The bill could not be passed as all the speakers while appreciating the setting up of the University for promotion of higher education in the state, expressed apprehension on the vast subjects offered and questioned over the credential of the private organization sponsoring the university, besides putting up various other factors.
Later, Chief Minister Pema Khandu, while considering the suggestions of the members, asked upon the Education Minister to place the bill in amended form for discussion and passing on March 14 next.
Japu Deru, Wanglin Lowangdong, Pani Taram, Home Minister Kumar waii, Kento Rina, former CM Nabam Tuki, Tapang Taloh, Tage Taki, Takam Pario, Laisam Simai, Kaling Moyong and Nikh Kamin took part in the discussion on the bill.
The session, on the other hand, adopted a private member resolution on equitable distribution of teachers throughout the state.
The resolution was moved by Kanubari MLA Gabriel Denwang Wangsu.
Education Minister Honchun Ngandam said a policy to rationalise posting of teachers has been mooted by the government for equitable distribution of teachers throughout the state.
Ngandam urged the Chief Minister to support the creation of 1,500 teaching posts and cautioned members against political interference in transfer and posting of teachers.
The minister said the mindset of teachers serving under Sarva Shiksha Abhiyan (SSA) and Rashtriya Madhyamik Shiksha Abhiyan (RMSA) also needs to be changed.
Ngandam said the department was contemplating on installing toll free telephone lines in the villages to check teachers' absence through panchayats, village elders and NGOs.
While moving the resolution, Wangsu said "In 900 upper and primary schools of the state, only one teacher is imparting education in each school. Is it not enough to sound the alarm bell?"
He alleged that most teachers stayed in district headquarters or in the state capital with political blessings.
BJP member P D Sona suggested incentives to teachers posted at remote places, while state Agriculture minister Wangki Lowang suggested for drastic measures terming the situation as "alarming". (With inputs from PTI, DIPR)
LA discusses on protection of tribal languages
ITANAGAR, Mar 9: The state government has said that it is aware that endangered Arunachalee languages are likely to become extinct in near future because these languages are falling out of regular use with the new generation switching on to use other major languages at the cost of their mother tongue.
Realizing the problem, the Research Department has initiated a project entitled -
At least 34 languages of Arunachal Pradesh are identified as endangered as per a survey report of UNESCO. Out of these, four languages come under 'critically endangered', 17 languages come under 'definitely endangered' and 12 languages come under 'vulnerable', informed the Chief Minister, while responding to a question raised by Gabriel D Wangsu on protection of tribal languages.
The government said that the Research Department has been documenting the languages of Arunachal Pradesh since 1951. So far, 42 languages have been documented, covering most of the major/ minor tribes of Arunachal Pradesh.

132KV transmission line from Aalo to Pasighat to be charged
PASIGHAT, Mar 9: The Department of Power has decided to charge the 132 KV high tension transmission line from Aalo to Pasighat.
"The transmission line will be charged at rated voltage on March 10 or any day thereafter," informed the Executive Engineer (E) of Transmission Division No.III, Department of Power, Pasighat, in a release.
The EE cautioned people not to make any attempts to climb towers or touch the conductors.
The department will not be responsible for any untoward incident due to interference with the towers or transmission line, the EE said, and appealed to all to keep themselves and their livestock away from the proximity of the 'Extra High Voltage' line from Aalo to Pasighat.
The transmission line to be charged will pass through Pakam, Eyi, Logum Jini, Biru, Tarak, Lokpung, Koreng, Pangin, Kebang area, Babuk, Rottung and Rengging.

International Women’s Day celebrated across the state
ITANAGAR, Mar 9: Along with the rest of the world, International Women's Day (IWD) was celebrated with much enthusiasm in various districts of the state on Wednesday, with the theme "Be Bold for Change."

Representatives of Mothers' Group collectively called upon all women to champion the cause for women empowerment.
As part of the Swachh Shakti Saptah, an awareness programme was conducted earlier on Monday at Veo village by the department in association with Mothers' Group. Various ways and means of living healthy and hygienic life were demonstrated in the programme. IHHL and cleanliness status of the village was also assessed by the visiting team to declare it an ODF village. Sanitary kits were also distributed to the villagers in the programme.

Speaking on the occasion, Kamba Additional Deputy Commissioner Swetika Sachan said that mothers should give proper guidance and direction to the girl child to curve a niche for themselves in different professions so that they too could stand on their own feet. She also expressed her willingness to give counseling to few selected girls for preparation of UPSC and state Public Commission examinations on holidays.

At Miao, the APWWS, Miao unit, along with Seva Kendra celebrated International Women's Day at the Community Hall, supported by Swachh Bharat Mission as the day also marked the end of Swachh Shakti Saptah.
Speaking on the occasion, APWWS Miao unit Advisor Pinna Kitnal Singpho outlined the importance of the celebration, while General Secretary Nitu Singpho presented the achievements of the society and the activities undertaken in the previous year.
In a message, Geology and Mining Minister Kamlung Mossang extended his wishes on the occasion of International Women's Day. 'Let it be an occasion to strengthen, reflect and act to make our area a beautiful a place to live in where all sections have equal opportunities', the message read.
Changlang ZPC Jowkhong Singpho in his address lauded the efforts of APWWS Miao unit in particular and women in general for their commendable job. He said that women possess the healing touch which cannot be found anywhere.
Appreciating the activities of APWWS Miao Unit, ADC Tage Rumi assured to extend support in future endeavours of the organisation.
APWWS Miao unit President Nangpa Mossang, Sister Mary of Seva Kendra and PHED Miao JE J Choudhury also spoke on the occasion. Government officials, the Assam Rifles, CRPF personnel and a large number of women participated in the programme. Assam wants stalled Subansiri project completed
Guwahati, Mar 9: Assam assembly on Thursday unanimously asked the government to complete the stalled 2,000 MW Subansiri Lower hydro power project soon by taking people and agitating groups of the state into confidence.
"The project should be completed soon for the development of Assam. So talk to the people of Assam and the groups (protesting against it) and take them into confidence," Assam Speaker Hitendra Nath Goswami said.
The entire house favoured completion of the NHPC project soon after the issue was raised by BJP MLA Debananda Hazarika.
"It is good that all members are unanimous. This is an important issue and has public interest involved in it. The matter should be solved immediately. Without power industrialisation is not possible. I hope the government will take the matter forward from here," Goswami said.
Earlier, Minister of State for Power Pallab Lochan Das said the state government is interested in speaking to all groups opposed to the project to move ahead with consensus.
Chief Minister Sarbananda Sonowal, who holds the power portfolio, will take the initiative in this regard.
"Almost 56 per cent work in the NHPC's Subansiri project is complete. The expert committee formed after the protests against it suggested many recommendations, including redesigning of the dam. NHPC has accepted all the recommendations," he added.
Das said industries want to come to Assam but are asking for dedicated power lines, which is difficult at this stage as the state is power deficient.

BJP questions check gates

ROING, Mar 9: The BJP Lower Dibang Valley district unit, headed by its state Kisan Morcha VP Dature Miuli, submitted a memorandum to the Roing Deputy Commissioner on Monday, regarding public grievances faced at various check points of the district.
Claiming corruption and bribery, the party unit demanded that action should be taken against erring personnel posted at these checkpoints.
In the memorandum, the party said that there was a lack of proper understanding of local factors and relevant exigencies were not looked into while establishing the check post at Koronu village. It claimed that such barricades in the middle of the village are causing inconvenience to the villagers and transporters in the form of unnecessary checks and also allegedly giving rise to bribery.
The party said that the police personnel posted at the barricade allegedly charged entry fee from vehicles plying in the route without any valid reasons. 'The scene is same in all the checkpoints of Shantipur, Meka, Koronu', the party claimed, while adding that the very intent and purpose of setting up of such legal barricades is being defeated because of wrong practices of the personnel posted and also the wrong choice of place.
It also demanded that the Koronu checkpoint be shifted to Balijan area, which is reportedly a sensitive area and requires a police post.

He also lauded the assistance rendered by the BRO, ITBP, ARMY and other central agencies during disaster, and gave specific instructions to all the heads of the department to remain in station during monsoon season.
Further, the DC advised the Water Resources Department to carry out preventive flood measures as approved in the last DEC meeting.
Essential services and public utility services needs to be maintained at any cost during disaster situation, he said while the Medical and Civil Supply departments were suggested to keep sufficient stock of medicines and food grains.
The DC advised the Power Department to shift those electric HT lines which are erected within school building, public places, and children's park.
He also asked the departments to submit status report by April 15, 2017.
SP Lohit Isaac Pertin recommended more sophisticated and latest SAR equipments for relief and rescue operation.
The DC and SP advised BRO officials to explore possibility of constructing speed breakers in accident prone areas within Tezu Town and its adjoining villages for public safety.

SHGs in Arunachal: challenges and prospects

Rural areas in India confront the issues of poverty, health, gender disparity etc and Arunachal Pradesh is not an exception. In this regard, a strong group effort is needed, and SHGs can play a pivotal role in uplifting the rural areas in Arunachal Pradesh.
SHGs stand for Self Help Groups. The name itself makes it conspicuous that it is a group formed by individuals to help each other.
The basic concept of SHGs lies in 'unity is strength' i.e. group effort can address
the problems better than the individual. In other words, Self-
Arunachal being one of the strategically important and a relatively backward state needs SHG revolution. There are around 4500 SHGs and the savings amount of Self Help Groups with banks in Arunachal Pradesh was Rs 256 lakhs as on 31 March, 2015. It accounted for 1.97 percent of the total savings amount of SHGs with banks in North Eastern Region (data.gov).

the country, gender bias is less in Arunachal Pradesh-
The idea of CS Reddy (CEO, APMAS) is pertinent that the women's self help movement may be used as an important strategy for achieving financial inclusion, which will contribute to inclusive growth and generating social capital in order to address larger issues like poverty eradication and women empowerment
As Saikia Bedabrat and Partho Patwari (in 'Self Help Group Movement in Arunachal Pradesh) observed that "in Arunachal's economy, newly grown up institution, namely Self Help Group (SHG) has proved as credible institution for financial inclusion and novel solution for channeling the credit to the rural masses". In addition, SHG federation can also act as an alternative channel for service delivery of government programs by promoting leadership qualities among their members.
In order to bring change we must bring in substantial inputs of a kind that the rural poor want but cannot get. For this, it is important to find out what they do know and have. It is only then that schemes can be devised that can give right inputs in right quantities. Lastly but not the least, proper endeavour must me made toward 'convergence' of National Rural Livelihood Mission with different line departments so that the process may become a holistic one. Meet of parents of Divyangjan
ITANAGAR, Mar 9: The regional meet of parents of Divyangjan on March 10 and 11 at Naharlagun will explore various requirements of People with Intellectual and Developmental Disabilities (PWIDDs) of the state for placing before the state and central authorities.
The Arunachal Pradesh Parents Association for Disabled (APPAD), which is hosting the meet, in a release, alleged that the attention of the government towards the PWIDDs remains more or less urban centric.

Empowerment of rural women

DAPORIJO, Mar 9: With the objective to create awareness on empowerment of rural women, a training programe was organized by ICDS Daporijo block on Wednesday, where 50 participants from different colonies participated.
The training programme comprised of debate and discussion on the importance of education for women, encouragement of horticulture and agriculture, including mushroom cultivation especially for rural women. A demonstration on mushroom cultivation was also shown to the participants.
CDPO Lijum Doye Bui briefed about the importance of training and its objective to the trainees. She also encouraged the women to avail the opportunity to learn the process of mushroom cultivation and train themselves to earn their livelihood.
ICDS Deputy Director Jaya Jawal Singh also spoke about the importance of education to women in the society and asked every woman to come forward to serve the society.
Officials of DHE & RUSA visit DN College
ITANAGAR, Mar 9: Officials of the Directorate of Higher and Technical Education on Thursday visited Dera Natung Government College to assess the progress of ongoing projects being implemented under Rashtriya Uchchatar Shiksha Abhiyan (RUSA) programme.
Under RUSA, various projects are being carried out in DN College like upgrade of Commerce department block, construction of academic block, separate toilets for boys and girls, Students Information Centre and renovation of classrooms.
Visiting officials included Executive Engineer Gyamar Karo, Architect Mojum Bam, Junior Engineer Toko Isaac of the Engineering Wing of Education Department and Deputy State Project Director, RUSA State Mission, Minto Ete.
Interacting with Principal Kumar Tok and RUSA Institutional Coordinator Tao Abo, the visiting officials requested them to visit the site frequently to ensure transparency in the execution of the project and maintenance of quality. Certain modifications in the buildings were directed by the engineers on the spot, while the progress and quality of the works were found to be satisfactory by the inspecting team.
Awareness campaign
JENGGING, Mar 9: An awareness campaign on "RMNCH+A" and "Mission Indradhanush" was organized by the Directorate of Field Publicity, Aalo and Ziro units of Arunachal Pradesh at Jengging Community Hall in Upper Siang district on Tuesday.

KHONSA, Mar 9: A national integration tour for 24 students of 10 government schools in Tirap was flagged off by Tirap Deputy Commissioner Ravi Jha and Commander of 117 Mountain Brigade Brigadier Sanjay Ghosh, on Thursday.
The students, accompanied by three teachers, will be visiting various historical places of importance in Delhi, Agra and Lucknow during their tour from March 11 to 20.

Student seeks revocation of rustication order
ITANAGAR, Mar 9: In a letter to the Vice Chancellor of Rajiv Gandhi University, one Isaac Ejing, a BA 6th semester student of Jawahar Lal Nehru College, Pasighat, who is also general secretary JawaharLal Nehru College Students' Union on Thursday, appealed to the VC to revoke his rustication order.
The said student was rusticated earlier on March 1, following the college staff council's decision for making allegations against two lecturers of the college and posting the same on social media.
Terming the decision as too harsh which could ruin his career, the student claimed that the college issued his rustication order without hearing his part and preliminary verification against the alleged misconduct of both the college teachers.

In a complaint letter to the Deputy Commissioner, the ALSDSU informed that some individual construction firms taking up the work are reportedly facing problems from some unrecognized organizations, thereby causing undue delay in maintenance works.
The Union urged the Deputy Commissioner to regularly deploy monitoring team to ensure smooth progress of the work as per Detailed Project Report (DPR).
KVK training
Changlang, Mar 9: Krishi Vigyan Kendra (KVK), Changlang conducted a training and awareness programme for farmers on 'Protection of Plant Varieties and Farmers Right Act, 2001' on March 9.
Scientists from Agriculture Regional Research Station, AAU, Lakhimpur attended the programme as resource persons, and detailed the farmers about protection and registration of plant varieties, farmers' rights, copyright, trademark, industrial design, geographical indication, patent etc.
In total, 117 farmers from different villages of Changlang district attended the programme.
GB Tagi Taloh passes away

PANGIN/PASIGHAT, Mar 9: A renowned social worker of undivided Siang district and Gaon Burah of Yemsing village under Pangin circle, Tagi Taloh passed away on March 9.
He was 76, and is survived by his wife, two sons and as many daughters. He had been suffering from prolonged illness. However, his health deteriorated further on Thursday afternoon.
Taloh is the father of Pangin-
The Adi Students' Union (AdiSU), led by its IPR Secretary Kalen Tadeng deeply mourned the demise of Taloh. The members of the Union observed two minutes silence as a mark of respect to the departed soul at Giidii Notko, Pasighat this evening.

Govt should reach out to opposition
The second part of the budget session of Parliament began on Thursday after a month-
Stake is so high that Prime Minister Narendra Modi himself has called for a breakthrough regarding the implementation of the GST. For GST and other important bills to pass, it is important that parliament session runs without any trouble. However, considering the past experience, government will definitely be on tenterhooks. The first part of the budget session, which started on 31st of January, concluded on the 9th of last month following the presentation of the Union Budget and passage of motion of thanks to President's address to the joint sitting of both the Houses. The session was almost a wash out as opposition parties did not allowed the house to run by raising various issues. The hostility between ruling and opposition parties has increased in the last two year. The onus is on ruling party to try reach out to the opposition and engage them in dialogue so that both the houses of parliament run without trouble.

Let Pema work
Dear Editor,
Through your esteemed daily, I would like to request all concern to kindly maintain a peaceful atmosphere so that the state of Arunachal Pradesh under the leadership of Pema Khandu could bring more and more development for the state. It is not fair to comment about his performance in such a short duration. One must get enough and ample time to perform to show once mettle.
I do believe that Chief Minister will work more sincerely and dedicatedly in the days to come to develop our state and take it to new heights.
I once again appeal the citizens of the state to support our present Chief Minister so that he may take the state forward. We are fed up wtih demands for his resignation.

Establish CBSE office
Dear Editor,
Through your esteemed newspaper, I would like to draw the attention of the concerns authority regarding the establishment of regional CBSE office in Itanagar.
I would like to narrate about my experience while I was applying for my class tenth pass certificate which I had lost.
It is really difficult to go all the way to Guwahati to apply for the lost documents, especially for those people who belongs to the poor family with financial problems and lack of knowledge about the location. Even after reaching Guwahati, we cannot finish our work in one day. We need to stay there for a week just because of delay by officials.
I request the govt of Arunachal Pradesh and student organizations to work towards establishment of regional CBSE office in Itanagar.

Lacking facilities in school
Dear Editor,
GHSS, Daring was established way back in 1947 as primary school just after the Indian independence. It is the place where personalities like Moje Riba and Moji Riba; the freedom fighter and Tamrapatra awardee were born and brought up. It is place were Tomo Riba, the great philanthropist, former chief minister of state was brought up.
But it very sad to see that Daring GHSS which was upgraded to Higher Secondary in 2004, is in worse condition.
Till date, it has not yet been given full pledge HSS status which is a matter of great concern for people of one of the oldest circles. The school is in a dilapidated condition and is on the verge of collapse.
There is a acute shortage of teachers in HS level as no subject teachers has been posted in this school. It is surprising to see that there is no toilet for both boys and girls students in this school till today. The attention by the concern department, stake holders, PRI's is highly required for this lone GHSS of Daring circle.
